The Grain Warehouse Bureau (bureau) regulates warehouse operators and grain dealers for the protection of grain depositors and grain sellers (producers). The bureau regulates warehouse operators and grain dealers with a two prong approach. The first involves oversight of the licensees financial position through review of annual financial statements prepared by a CPA and monthly or quarterly financial statements in those cases where closer scrutiny is justified. The second is examination of the licensee’s grain records and, in the case of a state licensed warehouse operator, examination of the grain inventory. The bureau administers the Iowa Grain Depositors and Sellers Indemnity Fund. The fund covers 90% of a loss on grain up to a maximum of $300,000 per claimant. The coverage is for persons with grain on deposit in a state (Iowa) licensed warehouse and for grain sold to a state licensed grain dealer, not including grain sold on credit-sale contract. In the case of a failure in a state licensed warehouse, the bureau normally also steps in as receiver for the grain and the net loss to the depositors is much less than the total value of the grain on deposit.
